Mongolian and Russian authorities have begun talks to connect Lake Khuvsgul and Lake Baikal through a road system in an effort to encourage tourism on the sidelines of the third Tourism Ministerial Meeting between Mongolia, Russia, and China organized in Ulaanbaatar. The road system that will be set up between the two lakes is designed to allow tourists to visit both destinations easily. In 2017, Mongolia received a total of 470,000 tourists while Russia received 81 million and China 270 million. The majority of foreign tourists visiting Mongolia were from Russia and China. The number of foreign tourists visiting Russia and China is increasing by around 10 percent every year. As such, the Mongolian Ministry of Environment and Tourism has proposed establishing new routes along the ancient Tea Horse Road.
