hermal Power Plants modernized to meet increasing energy demand of Ulaanbaatar. The Cabinet has issued a decree to increase the capacity of Thermal Power Plant III (TPP3) by 250 MW and expanding its pipe network, as well as replacing the turbine generator at Thermal Power Plant IV (TPP4). This modernization will be made with financing from a soft loan from Russia. The proposed enhancements to TPP3 would nearly double its energy and heat production capacity. It is also believed that the upgrades would result in a major reduction in harmful emissions from the plant TPP3. Replacing TPP4's turbine generator is expected to help the city's grid meet rapidly increasing demands for energy in Ulaanbaatar. This action of upgrading thermal power plants is a significant event to meet the increasing demand for energy in Ulaanbaatar city due to the 2017 measure of Mongolian government for cutting the night-time electricity`s tariff to zero. It was the measurement to curb the air pollution in Ulaanbaatar which exceeds the 80 times more of the World Health Organization`s safety levels of particulate matter and considered worse than the air pollution in Beijing, according to Bloomberg News. The measure for zero electricity tariffs is aimed at having households from Ger districts or the peri-urban settlement with no centrally heated systems in the outskirt of Ulaanbaatar to switch to electrical heating systems instead of using raw coals which result in the air pollution in the city.  Energy Minister Mr Davaasuren noted that upgrades to the plants will allow 19,000 households at ger districts or peri-urban districts to use 4 KW electric heaters and allow another 60,000 households to consider electric heaters as an alternative to coal heating.
